I have been playing for only a few weeks myself, but PVE is completely boring to me. I did the zaishen challenges then jumped in to RA. That has been a perfect place to learn pvp for me. I got my butt handed to me several times but it makes for great learning. Do lots of reading if you can and then just try to apply things in RA.

RA seems to be filled with either idiots or Aholes, so I wouldn't worry about using it as a place to try out new builds or techniques or just practicing with pvxwiki builds. Just have some fun and get some practice in.

What GvG will be like to get into I have no idea or advice to give.

The previous mmo I come from was shadowbane, which was hardcore high-stakes pvp so I would never take advice to try pve first when I could just jump right in to practicing direct pvp. That is where all the fun is IMO, YMMV.
